When you try to open a form designed with the "Electronic Forms Designer Runtime" in Microsoft Outlook, you receive the following error messages, depending on the version of Microsoft Windows you are are using.
Running Microsoft Windows 95/98
The form you selected could not be displayed. The form required to view this message cannot be displayed. Contact your administrator.
Running Microsoft Windows NT
Cannot find Vb40016.DLL
followed by:
Cannot find file <path and filename> (or one of its components). Check to ensure the path and filename are correct and that all required libraries are available.

The "Electronic Forms Designer Runtime" is not installed.
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
The "Electronic Forms Designer Runtime", installs the Vb40016.dll file. This file provides access to the Organizational forms used with Outlook.
Install the Electronic Forms Designer Runtime
1. | Click Start point to Settings and click Control Panel. |
2. | Double-click the Add/Remove Programs icon. |
3. | Click to select Microsoft Office 2000 and then click Add/Remove. |
4. | Click Add Or Remove Features. |
5. | Click the "+" next to Microsoft Outlook for Windows. |
6. | Click the arrow next to "Electronic Forms Designer Runtime" and then click "Run from My Computer." |
7. | Click Update Now and finish the installation. |
